BCdiploma announces, alongside the Polynesian Directorate of Maritime Affairs (DPAM) and the Ministry of Major Works and Equipment, the launch of two new e-administration platforms secured by blockchain technology: TE MITI and PAHI.

This initiative marks a structural milestone in the modernization of maritime public services in French Polynesia, placing the verifiability, fluidity, and security of administrative credentials at the heart of the user experience.

A new generation of services for sea users

Following up on the ’IHITAI project, launched in 2023 for the digitization of professional transport and fishing credentials, the DPAM continues its digital transformation with two major new solutions:

TE MITI – Digital pleasure boating licenses

TE MITI becomes the single window for issuing coastal and offshore navigation licenses.

  • Digitized exams and a simplified user journey
  • Near-instantaneous issuance of credentials
  • More than 40,000 licenses impacted by the digital transition
  • Secure and verifiable credentials in real time via QR code

PAHI – Digital ship registry

PAHI modernizes the management of maritime registrations.

  • Replacement of paper registration documents with secure digital credentials
  • More than 20,000 vessels impacted
  • Instant access to the certified “pedigree” of the vessel
  • Reliable and immediate verification via QR code during inspections

Securing and simplifying inspections at sea

Beyond digitization, the system introduces a major operational innovation: an embedded verification interface allowing inspection authorities to instantly validate the authenticity of a credential at sea.

This evolution contributes to:

  • strengthening maritime safety,
  • reducing document fraud,
  • improving the efficiency of inspections,
  • guaranteeing service continuity in remote archipelagos.

A trusted infrastructure serving public action

This project is the result of three years of collaboration between the teams of the DPAM and the IT Department (DSI), with BCdiploma’s technological expertise in digital certification.
